Amateur Sports Officials Assault Protection Bill

The Washington State House of Representatives has added to their docket for the upcoming “2023 Regular Session” a bill requesting to add amateur sports officials to the assault protection that many other public-serving professions already receive. Should this bill pass, Washington State will be only the 23rd state in the U.S. with any type of codified protection for amateur sports officials.

By adding amateur sports officials to the existing protected groups within RCW 9A.36.031, it would make assaults against amateur sports officials a class C felony. This protection is already afforded to bus drivers, police officers, health care workers, firefighters, judges, court workers.

The passage of this bill would continue to send a message to all that Washington State values the protection of amateur sports officials. The crisis we face with unsporting behavior across our state, and country, continues to drive officials away from our avocation, and without officials there would be no games.

Please spread the word about this bill. Ask everyone to contact their State Representatives and request that they sign onto this bill. Let’s get HB 1096-2023-24 passed. The more our legislators know how much this means to officials, the more likely we will be to ensure it gets made into law.

Invite to Kitsap Cup - New Years Day, 1/1/2023 - Supporting Sierra Leone with Children of the Nations

Contact Louie Bond if interested in supporting or playing New Years Day in this great annual event of playing soccer and helping transform lives all the way in Sierra Leone!
Right now, Louie's crew accepting teams to signed up, shirts have been designed (thank you Benny Jones at Kitsap Screen Printing).

We are looking to have:

  • 4v4 kids on the small field for our 6-8 year olds, ideally coed
  • 10-12 year old boys bracket 7v7
  • 10-12 year old girls bracket 7v7
  • 12-14 coed bracket 7v7
  • High School Coed 6v6
  • Adult Coed less Competitive 6v6
  • Adult Coed Competitive 6v6
  • Adult Mens Competitive 6v6

Ideally on the big fields we are looking for rosters of 11 players each donating $40 each with each team playing for I of the kids for the day (It costs about $440 per child for the year). Small field for the 4v4 younger kids ideally 6-7 players at $25 each (for every 3 teams would support 1 child).

This is a fundraiser Jamboree and more important to have you or your child play so whatever is comfortable for donation is greatly appreciated. All players will receive a shirt. 3 shortened games of 12-minute halves with all games starting on the hour and half-hour mark.

Four NSYSA teams finish 2nd in the State Recreational Cup!

Congratulations to these four NSYSA teams who represented District IV at the 2022 Washington State Rec Cup finals!

  • BU13’s NM 01 Huskies took 2nd place in the state

  • GU11’s CK1 G12 Ottmar took 2nd place in the state

NSYSA marks the passing of Ron Copple

Ron Copple, one of the WA Legends of Soccer (@WA_Legends), passed away at his home, August 6, 2022.
He had just celebrated his 77th birthday.

Ron was an active volunteer in various sports and civic organizations throughout his lifetime. He started his involvement in youth soccer in the mid-70s and continued through 2006.

He was a coach, referee and administrator with Washington State Youth Soccer and best known for organizing the WSYSA Soccer Fair, held annually from 1989 to 2008.

He was President of WSYSA from 1999 through 2003. He held various positions within the state as well as the US Youth Soccer Association and Region IV.

Memorial for Ron Copple will be on Saturday, November 12th at 1 pm at the Emerald Downs Ballroom. Remembrances can be made to St. Jude’s Children’s Hospital.

Wondering Where Are the Game Schedules?

9/5/2022 Update - Thanks to all our Club Schedulers the ENTIRE ten weeks of the Fall season are now online!

Be sure to revisit often as schedule updates are being made regularly.

Schedulers and Club reps began the journey to our Fall 2022 Season with a successful August, 20 Scheduling meeting.

Kicking off the weekend of Saturday September 10, NSYSA Club's have fielded nearly 300 teams resulting in 1,205 games, spread across 31 Boys and Girls U05-U16+ brackets.
Some gender and age grouping compete within a single bracket of teams. While other Levels were carefully divided into two or three brackets based on factors of team's past performance, and scheduling considerations, including geography and optimal game times.

On August 25 the Club approved brackets were returned to Schedulers for assignments of home fields and kick-off times.
Each Club's home schedule was due back ASAP, but not later than September 1. At which time they were uploaded to NSYSAsoccer.org/schedules

NKSC invites all to two referee courses

Two Courses Available:

Mod Referee Clinic (ages 12 and up)
Upon completion, YOU can referee U10 and below Rec games.
Mod referee training is FREE and will be August 16th 6:30-8 pm or August 27th at 10am-12pm.
Both clinics are at Poulsbo Chamber of Commerce, 19168 Jensen Way NE, Suite #130, Poulsbo.
(Bonus: A free refereeing shirt will be issued once you are ready to ref your first NKSC game.)

State Licensed Referee Clinic (ages 13 and up)
Upon completion YOU can referee for U11+ Rec and Competition games.
Even though you can license at age 13, we recommend that 13 and 14 year olds have some prior mod referee experience.
For state licensing you must first complete online training hosted by the Washington state referee committee www.http//wareferees.org and attend a field clinic.
NKSC field clinic is August 13th from 9am-1 pm at Strawberry field.

Summary changes for 2022-2023 by IFAB

FIFA Laws of the Game are the core of rules for Soccer. All 17 Laws can be visited anytime at https://www.theifab.com/

NSYSA utilizes age-level modifications to some of these laws for Small-Sided and Full-Sided Rec. and Comp. play. (e.g. number of players, field size, and size of game balls dependent on age of play).

Per IFAB "Any approved changes to the Laws of the Game will become mandatory from 1 July 2022; competitions starting before that date will have the option of implementing them earlier." (Translation: ONLY if you have a summer tourney starting on Thursday, June 30, do you need to worry about '22-'23 modifications to the Laws of the Game possibly changing in the middle of your tournament on July 1!)

Once recommendations are received from WYS, NSYSA will approve rules of play for fall Small-Sided and Full-Sided Recreational play. These should come out in advance of teams getting ready for the September 10 kick-off of the Fall 2022 season!

NSYSA Field Usage Reminders

Start the Fall Season off right! Remember: FIELD REGULATIONS
1: These regulations are in addition to any other rules imposed by the facility owner, (school, county, etc…), for all NSYSA associated practice or game usage.
2: Anyone violating the NSYSA or facility rules may be asked to leave the fields.
3: Continued violation of the rules may result in NSYSA losing access and therefore negatively impacting NSYSA’s ability to provide proper facilities to our members.

FIELD RULES: (Pertains to all NSYSA fields)
NO PETS
NO SMOKING, VAPING or CHEWING
NO WEAPONS
NO ALCOHOL
Vehicles allowed only in designated areas. (Do not block fire lanes)
Please place garbage in appropriate receptacles. No bicycles, skateboards, skates or other similar devices are permitted on the fields.

TURF FIELD RULES: (Pertains to all NSYSA TURF fields)
WATER ONLY
NO FOOD, GUM or SEEDS
ALL GAME SNACKS WILL BE DISTRIBUTED OUTSIDE AND OFF THE TURF.
DO NOT SPIKE THE TURF (No metal spiked awnings, flags, cleats, skates, etc.)

Section B - Meeting of the Voting Membership. The Annual General Meeting (AGM) of Members shall be held on or before March 31st of each calendar year.
Notification of this meeting shall be mailed or emailed with notification of receipt to affiliated Club Representatives thirty (30) days prior to such
meeting, and shall include a copy of the recommendations for the nomination committee, proposed amendments to the Constitution and any resolutions offered
for consideration of the assembly.

Roger has an extensive soccer background both as a professional - Seattle Sounders - player and through his commitment to youth engagement as part of the board of the RAVE Foundation.

For the last several years he has been working in business development in athletics and secured his MBA from the Foster School of Business at UW.

From Roseville, CA to Dublin, Ireland. Too often the news reports terrible stories associated with referee abuse in youth sports. Especially soccer, (aka 'football' throughout the rest of the world).

NSYSA calls on everyone to renew their accepted pledges to promote and practice "Play Fair" whether winning or losing.

Whenever a Parent or a Public user logs into NSYSAsoccer.org site they have agreed to do their parts to support and uplift the "Beautiful Game" of soccer. These agreements state - in part:

"You are an integral part of your players' development and our overall soccer community. No matter what your role, on or off the field, you are a role model for players and players' teammates and you are a steward of their soccer development.
"Fair Play" is a fundamental part of the game of football. It represents the positive benefits of playing by the rules, using common sense, and respecting fellow players, referees, opponents, and`fans.
"By agreeing to these terms you are also accepting your role in achieving Fair Play for ALL in our soccer community: Coach, player, referee, volunteer, fan, team manager, carpool director, administrator...
"EVERYONE!"

Soccer to the Maxx was Maximum FUN!

STTM (Soccer To The Maxx) had 34 teams enjoy a wonderful day of soccer.

BREMERTON Soccer Club "kicked it" into high gear again. Relining fields to create 4 larger and 4 small-sided fields with a strong club showing of volunteer support including Shannon and Matt Bayne, John Hurley, Brian Burdick and so many others along with covering all of the games with referees! Great Job and Thank You BSC and congratulations on celebrating 50 years as a club. So grreat to see Steve Vonheeder.

We were expecting some possible challenges with Covid and did have 2 teams having to withdraw, but fortunately, we were able to replace them with two teams which kept our brackets good!

Kids, Coaches and families were all super throughout the day with great positive attitudes which helped the Jamboree be so enjoyable.

Big shout out to Jason with North Mason who came out and grilled burgers and dogs for all the referees and volunteers!

Thank you Bob and Steve with help on last minutes schedule revisions!

It is really nice to have this jamboree for our younger teams and to recognize the bedrock of volunteers who have led the way like Maxine and Tim Burns.

Fall Scheduling Kicks-Off Saturday, August 21!

Recreational Fall NSYSA Scheduling will take place on Saturday, August 21 via ZOOM

Full details and instructions for proper preparation for each Club's Registrar and Scheduler have been forwarded, and are linked here.

Once Fall Scheduling is complete Birth-Year brackets will be sent to Club schedulers for detailing fields and kick-off times of each game.

The Fall 2021 NSYSA Rec. season kicks off the weekend of September 11. Anticipate initial Team schedules to be posted by September 1 - realizing that game-specific updates WILL occur, so regular review of your Team's current schedule is essential!

Highlights of the 2021 Fall season include STTM (Soccer To The Maxx) offered on Sunday, October 3 for all U08, U09 and U10 Rec. Teams. Three extra games of fun are guaranteed!

Can We Improve the Culture of Sports?

As we lace up cleats and blow-up balls for another season of soccer, let's everyone — coaches, referees, players, administrators and parents — undertake the ultimate (personal) responsibility for improving the culture of youth sports.

The key lies in the rules. Our kids deserve a healthy culture of mutual respect and camaraderie led by adults able to model the ideals of competition and sportsmanship.

Paradigm-shifting change is never easy. For example, when heading was eliminated and the fall-back line was added for U11 and below play, the initial reaction was much wailing and outrage. Yet, because the goal was clear and necessary, the change happened, and it has reduced incidents of serious injury as well as improved the development nature of the small-sided game.

Productive change is always possible, especially to address a crisis — like the referee shortage - it starts with EVERYONE doing their part.

In some cases, the number of available officials has declined due to health-related reasons – people opting out this year because of the pandemic. As vaccinations increase and the optics improve, many of these individuals hopefully will return.

For other officials, however, the pandemic was a secondary concern compared to the verbal abuse they receive from fans – mostly parents.

If you are not feeling well, contact your coach or club official as soon as possible. Follow all state and local guidelines.*

> Maintain proper distancing at all times.
> Wear a mask before, at halftime, and after the match. (During the game if using electronic whistle)
> Use hand sanitizer.
> Don’t shake hands, fist-bumps, etc.
> No Coin Toss (Home team decides which goal to defend, Visitor kicks-off)
> No "walkouts" or team handshakes.
> Use common sense WA State referees will follow the same plus:
> Do not touch the game balls or player passes at anytime. (Drop-ball restarts will be similar to an indirect kick)
>The referee, is only responsible for her/his behavior. (They are not the "COVID Cops" for the game.)

NSYSA Clubs are committed to having field marshals present who are best equipped to encourage and enforce that proper COVID precautions are being maintained by both teams and any single-parent of uniformed players present)

Gov. Inslee announces updates to Safe Start reopening plan related to soccer restart

These guidelines will align school related and non-school related sports guidance. Tournaments and crowds are prohibited in counties that aren’t in the low-risk category, but these guidelines will allow more school and non-school sports, both indoor and outdoor, according to a combination of local metrics. These metrics are aligned with state metrics for school opening recommendations. It also provides specific protocols for transportation, group size and facial coverings.
